“As it stands now, the project is dead in the water,” Josh Lower '05 said.

The City of Ithaca’s Planning and Development Board passed a resolution declaring that the project, with the incorporation of a number of provisions,  will have no adverse impacts on the surrounding area.

Critics have said the developer should not be exempted from providing parking to his residents as required by city law.
