Everyone has bad test days — but when former Ithaca Police Chief Victor Loo failed his civil service exam for the second time, Mayor Carolyn K. Peterson had to let him go. Loo was replaced by then-Deputy Chief Lauren Signer, who was sworn in Aug. 10 and started her new position the next day.
